Having fielded a few questions about this here are the details in all their gorey glory.
Supported distributions:
All of them! The distribution is mostly irrelevant though with most modern distributions this feature should just work "out of the box". All that is needed is the correct kernel and the iproute package.
Required kernel version:
2.4 Branch - Any kernel after 2.4.20
2.6 Branch - Any kernel after 2.6.6, it is included in all 2.6 kernels but there are some issues with kernels below 2.6.6
The module of interest is HTB, the Hierarchical Token Bucket. This need not be loaded manually as ZXTM will do this if it is present.
Additionally required tools:
You need the 'tc' command. This is the tool we use to interact with the kernel bandwidth limits. It is part of the iproute package, though the exact name may vary depending on the distribution. Should you just wish the binary distribution then go to ftp://ftp.inr.ac.ru/ip-routing and download the latest tarfile.
